Considering growing your business in Midlothian? MED has a program to encourage your expansion. You may qualify for up to $50,000 in grant funding just for investing in your operations and creating or retaining Primary Jobs, all while making meaningful capital investments in Midlothian. Approval must be received before undertaking your project. Contact MED to find out if this program is right for you.

Do you qualify?

There are three simple requirements to be eligible for this program.

Be a Primary Job Employer

A Primary Job Employer is a company that sells a majority its products or services to customers outside the region. In return new money enters our local economy. Your business must also create or retain jobs. 

Invest $10,000 or More

Your business must spend at least $10,000 on eligible business projects. This can include things like equipment, technology, machinery, or building improvements all that help the business operate or grow. To receive funding you can’t start the project until you receive approval. 

Operate in Commercial Zoning

Your business must be located in a commercial or industrial zoning district. Home-based businesses are not eligible for this program.

 

How much can you receive?

Your grant is calculated as the lowest of three amounts.

The most any single business can ever receive from this program. Businesses are eligible to apply once a year until they meet the cap.

The real cost of your completed project, backed by receipts.

Midlothian Taxes Paid
Total taxes your business has paid over the last five years to the City of Midlothian. This includes any taxes paid directly to the City such as real property tax, business personal property tax, and sales tax.

Using these three figures, grant amounts are at the discretion of the MED Board based on community impact, available funding, and your application.

Step-by-step process

Step 1: Contact MED Staff

Start by reaching out to MED staff to see how this program could work for your business. Staff will walk through program eligibility. 

Step 2: Submit Your Application

Complete the application form and attach supporting documentation including your project budget, tax history, and a description of the jobs you’ll create or retain. MED staff will review and calculate your maximum eligible grant amount.

Step 3: MED Board Review

The MED Board will review your application at their next scheduled meeting in closed session. This process allows your project to remain confidential and provides the opportunity for the MED Board to ensure benefit to our residents. All decisions are made in open session. All grants are awarded at the MED Boards discretion.

Step 4: Sign the EDPA

If approved, you’ll receive written notification and an Economic Development Performance Agreement (EDPA) outlining the terms of your grant. You have 30 days to sign and return the EDPA before work can begin.

Step 5: Complete Your Project

Proceed with your project according to the signed EDPA. Keep all receipts, invoices, and documentation of your project expenses and any job creation or retention activity.

Step 6: Get Reimbursed

Once your project is complete and MED has verified your expense documents, job records, and recieved a City of Midlothian vendor packet, you will receive your grant.

Yes — you can apply annually for new projects. Grants stack until you reach the $50,000 lifetime cap per business entity.

No. This is a reimbursement program. You complete your project first, then submit documentation to receive payment.

Businesses must sell the majority of their products or services outside of the region. If most of your customers are local, you likely do not qualify as a Primary Job employer under this program. Reach out to our office and we can talk through your situation.

No. Participating in this program does not disqualify you from other incentives available in Midlothian. 
 

Current MED Board members, Midlothian City Council members, MED staff, and home-based businesses are not eligible for this program.
